Confirming Sea Service for a Pension in Spain

For seafarers who spend decades working for various international shipowners under different flags, calculating retirement benefits can be a bureaucratic nightmare. If you intend to retire in Spain, understanding how the Spanish Social Security system recognizes foreign sea service is vital for securing your future pension.

The Role of the Instituto Social de la Marina (ISM)

In Spain, social security matters for maritime workers are handled by a specialized branch called the Instituto Social de la Marina (ISM). The ISM manages the Special Regime for Sea Workers (RETM). One of the unique benefits of the RETM is the application of “reducing coefficients” (coeficientes reductores), which allow seafarers to retire earlier than the standard legal age due to the arduous nature of their work.

Validating Foreign Sea Service

If you have paid social security contributions in another EU country, those periods are automatically coordinated under EU regulations. However, if you worked on vessels flagged in non-EU countries (like Panama or the Marshall Islands) without paying into any state system, it is much harder to claim that time for a Spanish pension.

To prepare your pension dossier, you must meticulously gather the following documents for every single contract:

  • Seaman’s Book (Libreta Marítima): Official stamps showing joining and discharge dates.
  • Sea Service Certificates: Issued and stamped by the shipowner or crewing agency.
  • Employment Contracts: Proving the rank and the employing entity.
  • Foreign Tax/Social Security Statements: Any proof of contributions made abroad.

Bilateral Agreements and Convenio Especial

Spain has bilateral social security agreements with several countries that allow for the totalization of worked periods. If your sea service falls outside these agreements, you may have the option to sign a Convenio Especial (Special Agreement) with the ISM. This allows you to voluntarily pay monthly contributions out of pocket to build your Spanish pension rights, ensuring you meet the minimum 15-year contribution requirement for a retirement pension.
