Royal Australian Navy Unveils Indigenous Engagement Strategy for 2024–2029

Commitment to Reconciliation and Workforce Inclusion

The Royal Australian Navy (RAN) has formally introduced its Indigenous Engagement Strategy, a five-year framework designed to deepen collaboration with Aboriginal and Torres Strait Islander communities and enhance cultural representation within the service.

Announced on 9 August—coinciding with the United Nations International Day of the World’s Indigenous Peoples—the strategy outlines measurable objectives across recruitment, retention, career progression, and community outreach. The plan aligns with the Australian Defence Force’s broader reconciliation agenda and responds to the Defence Reconciliation Action Plan 2022–2027.

Key Focus Areas

  • Recruitment and Retention: Targeted initiatives to increase Indigenous enlistment and support career longevity, including mentorship programmes and culturally appropriate onboarding.
  • Professional Development: Structured pathways for leadership advancement, with dedicated training modules on Indigenous cultural competency for all ranks.
  • Community Partnerships: Expanded engagement with Indigenous organisations, educational institutions, and local elders to foster trust and mutual understanding.
  • Operational Integration: Incorporation of Indigenous perspectives into naval operations, policy development, and ceremonial protocols.

The RAN emphasises that the strategy is not merely aspirational but underpinned by accountability mechanisms, including annual progress reviews and transparent reporting to Defence leadership and Indigenous stakeholders.

Vice Admiral Mark Hammond, Chief of Navy, stated that the plan reflects the service’s recognition of the unique contributions Indigenous Australians bring to maritime defence. “This strategy is about more than representation—it’s about embedding cultural strength into the fabric of the Navy,” he said.

Implementation will be overseen by the Navy’s Indigenous Engagement Team, in collaboration with the Defence Indigenous Affairs Group and external advisory bodies. The RAN has also committed to regular consultation with Aboriginal and Torres Strait Islander personnel to ensure the strategy remains responsive to community needs.
