U.S. Government Announces First-Ever Deep-Sea Mineral Leasing Program for November

U.S. Deep-Sea Mining Initiative Targets Critical Mineral Resources in Pacific

The U.S. Bureau of Ocean Energy Management (BOEM) has confirmed the first-ever deep-sea mineral lease sale, scheduled for November 2024. This landmark initiative will open approximately 31 million acres of the Pacific Ocean seabed—located in the Clarion-Clipperton Zone (CCZ) near American Samoa—to qualified mining companies seeking critical minerals essential for modern maritime and defense technologies.

The lease sale marks a pivotal step in U.S. efforts to secure domestic and near-shore sources of cobalt, nickel, manganese, and rare earth elements, which are vital for electric propulsion systems, battery storage, and advanced naval applications. BOEM will oversee environmental assessments and compliance with international seabed mining regulations under the United Nations Convention on the Law of the Sea (UNCLOS).

Key Considerations for Industry Stakeholders

  • Eligibility: Only companies with proven deep-sea mining capabilities and adherence to BOEM’s environmental and safety protocols will be considered.
  • Technical Requirements: Applicants must demonstrate feasibility in seabed extraction, mineral processing, and compliance with emerging industry standards for sustainable seabed mining.
  • Regulatory Framework: The lease terms will align with BOEM’s Final Environmental Impact Statement (EIS), ensuring mitigation of ecological risks to deep-sea ecosystems.
  • Strategic Implications: Successful lessees will gain exclusive exploration rights in a high-priority region, positioning them to supply critical minerals to U.S. defense contractors, shipbuilders, and renewable energy sectors.

Industry observers note that this initiative could accelerate U.S. competitiveness in the global mineral supply chain, particularly as demand for deep-sea resources grows amid geopolitical supply chain disruptions. BOEM will release detailed bidding guidelines in the coming months.
