Driving Licenses in Spain for Seafarers
When relocating to Spain, mobility is a priority. Many seafarers mistakenly believe that holding an International Driving Permit (IDP) alongside their home country license allows them to drive in Spain indefinitely. The reality is governed by strict residency laws managed by the Directorate-General for Traffic (DGT).
The 6-Month Rule
If you hold a driving license from a non-EU country, it is only valid for driving in Spain for a maximum of 6 months from the date you establish normal residency in the country. After this period, driving with your foreign license becomes illegal and can result in severe fines and the immobilization of your vehicle.
Important Note: Being away at sea for months at a time does not reset the 6-month clock. Your residency status is based on your legal ties and family home in Spain, not just consecutive days on Spanish soil.

Canje (Exchanging Your License)
Spain has bilateral agreements with numerous countries (including many in Latin America, plus the UK, Ukraine, and others) allowing for the direct exchange (canje) of driving licenses without taking a practical exam.
The exchange process involves:
- Psicotécnico (Medical Exam): You must pass a basic medical and psychometric test at an authorized clinic (Centro de Reconocimiento de Conductores). This typically costs around €30-€50.
- DGT Appointment: Booking an appointment online via the DGT digital headquarters.
- Verification: The DGT will contact your home country’s traffic authority to verify the authenticity of your license.
- Fees: Paying the required tax (Tasa 2.3), which is approximately €29 for standard car (Category B) licenses.
If your country does not have an agreement with Spain, or if your license was issued after you became a legal resident of Spain, you cannot exchange it. You will be required to enroll in a Spanish driving school (autoescuela), pass the theoretical exam (available in English), and pass the practical driving test.
